SAARC has suggested a frame work of cooperation among news agencies of the member countries and stressed the need for establishing a common forum for better coordination to exchange news and information in the region.

A just concluded workshop held in Paro Bhutan orgainsed by SAARC Information Centre has approved a nine point recommendation with a view to exchanging qualitative and authentic information in the region.

The workshop attended by senior officials of national news agencies and government media houses had decided to establish a common forum to foster collaborative, institutional arrangement. The forum would meet at least once a year.


National Issues


The government set up a high-level board to boost the manufacturing sector. The panel will be headed by Commerce and Industry Minister Anand Sharma. 

The decision to set up the board comes within days of Prime Minister Dr. Manmohan Singh set up the Investment Tracking System to give a push to mega projects of over 1,000 crore rupees in the backdrop of economic growth sliding to nine-year low of 6.5 per cent in 2011-12.

The 13-member Manufacturing Industry promotion Board (MIPB), would periodically review the overall situation of the manufacturing sector, which contracted to 0.3 per cent during the quarter ending March 31, from 7.3 per cent in the corresponding period of 2010-11.The MIPB, set up to give a big push to operationalise the National manufacturing Policy ,NMP, would also coordinate among central ministries and state governments.

The government has formed three more panels for the proper implementation of the NMP. The policy seeks to raise share of the manufacturing sector in the GDP to 25 per cent from the present 15-16 per cent in the next decade.





The Prime Minister Dr. Manmohan Singh has said that a new Science and Technology policy may be in place within a year to enhance capacity building for meaningful development in a decentralised manner.

Addressing the centenary celebrations of Indian Science Congress Associations in Kolkata, Dr. Singh urged the scientific community to make more contribution for development of the country and asserted that the basic needs of providing people i food, clean water, shelter and education and other facilities can be addressed through scientific solutions.

The Prime Minister said that his government has invested huge amount for the development of science. Dr. Singh said though world class science institutions were built in the country but there use for the development process is not as much as should have been.





The Government has established a Manufacturing Industry Promotion Board (MIPB) for matters pertaining to the implementation of the National Manufacturing Policy with the Commerce and Industry Minister Shri Anand Sharma in the Chair. Along with the MIPB the Government has also notified Board of Approval, Green Manufacturing Committee and High Level Committee. The Notifications were signed on 1st June, 2012.

The MIPB will have Secretaries of Department of Economic Affairs; Revenue; Labour and Employment; Micro, Small and Medium Enterprises; Road Transport and Highways; Heavy Industry & Public Enterprises; Science & Technology; Environment and Forests; Member-Secretary, National Manufacturing Competitiveness Council There will be two Industry representatives and Secretary Industry will be the Member Secretary of the Board. The Board may invite the Industry Ministers of the States concerned if required.

The Board has been tasked to periodically review the overall situation of the manufacturing sector in the country. This will include review of State-wise/sector-wise performance of the manufacturing sector. The Board will also review the implementation of the National Manufacturing Policy in general and the development of NIMZs, wherever approved, in particular. High Level inter-ministerial nature of the Board will enable it to resolve co-ordination issues among central ministries on the one hand and state governments and central ministries on the other. 





The Navy has created a new post of Assistant Chief of Naval Staff (Communications, Space and Network Centric Operations) at its headquarters in New Delhi.

On June 1, Rear Admiral Kishan K Pandey took over as the first incumbent of the newly created post of ACNS (CSNCO) at the Integrated Headquarters of Ministry of Defence (Navy).

The creation of the new post is a step in the process to migrate from a "platform-centric Navy" to a "network-enabled Navy".





The Department of Telecom will finalise by 10th July the agency that will conduct the e-auction of spectrum in 22 telecom service areas, a delay of 15 days compared to the previous schedule.

This means a tight schedule for the DoT which has to complete the spectrum auction before 31st August as per a Supreme Court order.





The Planning Commission may lower the annual average growth target for the 12th Five-Year Plan (2012-17) to 8 percent, down from 9 percent envisaged earlier.


Science & Technology


Air India announced the introduction of a new computerised Crew Management System (CMS) for pilots. The new initiative is part of the reforms suggested by the Dharmadhikari Committee report to bring efficiency in the operations of the national carrier. With the introduction of CMS, the old manual system will stand phased out. This new system will include cabin crew and support staff.

The system will ensure operational safety, meet regulatory requirements and optimise crew utilisation. Currently, the crew management is done by legacy manual systems for cockpit and cabin crew separately.

The first phase is operative for the cockpit crew while in the second phase the cabin crew along with support staff will be covered from the second half of this month.
